Files:
  libraries = precompiled libraries for compiling locotool using mingw
  locotool_v#.#_dll.zip = the DLL and header file
  locotool_v#.#.zip = the executable <<== DOWNLOAD THIS
  locotool_v#.#_src.zip = the source code
  locotooldyn_v#.#.zip = dynamic DLL loader code

You only need the regular .zip file, ignore the _dll and _src versions
unless you want to check the source code or write your own programs
which use LocoTool's functionality.Usage of LocoTool:

- drag&drop a Locomotion object .dat file onto locotool
- edit the .xml file in  Notepad or a proper xml editor
- edit the png files if you like
- drag&drop the .xml file back onto locotool to make the updated .dat
